We're the Only Ones With 'No Appreciable Signs of Impairment' Enough

An on-duty trooper smelling of alcohol harassed construction workers in a busy work zone...The caller said the trooper "got out of the car staggering"... the state trooper is running up and down the road harassing people...and he got out and just tried to fight an old man. And the smell on his breath, he's drunk, really drunk"...

Sgt. Eric Thompson, also smelled alcohol on Grubbs, but determined there was not enough probable cause to make an arrest on a DWI charge...

"He made the determination that (Grubbs) did not show appreciable signs of impairment," Beatty said.
Call me jaded, but why do I think things might have gone down differently had a non-"Only One" been involved...?
