Time 'Ripe' To Talk To Taliban, Envoy Says -- National Post

KABUL - After battling the Taliban for almost three years, Canada is willing to help Afghanistan launch some kind of negotiation with the insurgents, the Canadian ambassador to Kabul said yesterday.

Lower-level opposition fighters -- fatigued after years of a war that has taken a disproportionate toll on their side -- seem particularly "ripe" for reconciliation efforts, said Ron Hoffman.

Higher-level talks with the insurgents' leadership will probably have to wait until Afghanistan has regained momentum in the conflict, and can bargain from a stronger position, the ambassador said.

Mr. Hoffman's comments appear to be the first by a Canadian diplomat to voice clear support for Afghanistan in its attempt to reach out to insurgents.

My Comment: Negotiate with who? The Taliban is not a unified command with a leader on top, its dozens of groups made up from even larger tribes of different groups and ethnic backgrounds. This type of "negotiation" is DOA, unless the goal is to make up with only certain elements of the Taliban, and leaving the others to fight on with only a military solution being the only option.
