CIA chief Panetta approves 23 reforms to prevent future failures.

An internal review of the events leading up to the suicide attack against a CIA base in a remote part of Afghanistan last year has revealed a string of security and communications lapses in the weeks before the incident, which took the lives of seven agency employees. The bomber, Humam Khalil Abu-Mulal al-Balawi, was a Jordanian doctor who had convinced his CIA handlers that he could get close to top al Qaeda leaders.

My Comment: CNN has two surprisingly good articles on the subject .... In wake of CIA suicide bomber, what went wrong depends on who you ask .... and .... Can the CIA still accomplish its mission? Both of them illustrate the problems that exist within the CIA, and what measures are needed to change the situation.

As to what is my take .... I am not very optimistic. The CIA is one huge bureaucracy, and like all bureaucracies change does not come naturally. Couple that with a culture that is heavily politicized as well as following the philosophy of CYA (cover your ass) .... change and reform is next to impossible.
