Because if citizen rights can be violated by civil authority with impunity, that would mean we are living in a police state. And once you tolerate and encourage lawbreaking by those who are sworn to uphold it, the whole thing begins to unravel and everyone becomes a criminal--creating a "need" for yet more enforcement.
