Two years ago then-Chief of Naval Operations Admiral Mike Mullen proposed a radical new idea: a “thousand-ship navy” comprised of “nations willing to participate in global maritime partnerships.”
To face the challenges we do today, nobody can do it alone. Many countries are looking for ways to help create security through an international navy. The barriers to entry here are very low. You don’t have to join; you don’t have to sign a treaty.
One of the thousand-ship navy’s missions, Mullen said, would be to counter “transnational crime.”

My Comment: I find it very difficult to see how dozens of countries can operate under one command. If the problem gets worse .... and I mean worse ..... maybe. But at the present time, most of these navies and their governments have little if any interest to work with each other.
