From The Wall Street Journal:Last Sunday South Africa hosted an emergency summit of regional leaders to find a political solution for Zimbabwe. Observers hoped real pressure would finally be exerted on that country's leader, Robert Mugabe, to uphold the power-sharing agreement he signed in September.
Forget it. Southern Africa's leaders have once again issued the octogenarian despot carte blanche to do what he likes.
