UNITED NATIONS – The U.N. Security Council has extended for another year its authorization for countries to enter Somalia's territorial waters with advance notice and use "all necessary means" to stop acts of piracy and armed robbery at sea.
Diplomats said the 15-nation council's unanimous resolution Tuesday is needed to stop the piracy off Somalia that threatens humanitarian efforts and regional security, and seems to be growing ever more audacious and technologically sophisticated each week.
Russian Ambassador Vitaly Churkin called the pirates' goals are "ever-expanding."
Somalia, a nation of about 8 million people, has not had a functioning government since warlords overthrew a dictator in 1991 and then turned on each other.

My Comment: Only one year?!?!?! Such a resolution will be necessary for 20 years .... if not longer.
