Heavy rains have flooded the camps for ethnic Tamils displaced by the fighting in northern Sri Lanka, where the government continues to detain more than 260,000 civilians in violation of international law. The rainy season, due to start in September, will greatly exacerbate poor conditions in the camps unless the government allows the displaced to move in with relatives and host families. © 2009 Private
