From AFP:JERUSALEM — The head of a delegation of US Democratic members of Congress blamed the Palestinians on Thursday for failing to hold talks with Israel, calling it the "largest thing" impeding the peace process.
"I think the largest thing impeding the negotiations at this point is simply the unwillingness of (Palestinian president Mahmud) Abbas to sit down (with the Israelis)," House Majority Leader Steny Hoyer told reporters in Jerusalem.

My Comment: This Democratic delegation is in Israel because they have damage control to do with the Jewish electorate back home. The perception in Israel is that President Obama is not supportive of Israel .... a perception that is now filtering back to the U.S. Jewish community.
As to the question .... are the Palestinians to blame for no peace talks .... the answer is yes and no .... because if they are the Israelis are then just as culpable. After decades of war and conflict there is no longer any middle ground in this part of the world. Both sides are locked in concrete with their positions, and nothing is going to change it.
