Upon learning how woefully underequipped the Tennessee State Guard (which was created by law as an armed reserve force for the National Guard) was (21 rifles for 3,500 individuals) Richard bought weapons for himself and his soldiers. His actions resulted in the involvement of the ATF, the Sixth Circuit Court of Appeals, the U.S. Supreme Court and a prison sentence. His case details the conflicts between US vs. Miller and Heller vs. DC and ultimately questions how the Second Amendment is being interpreted.
