My Comment: There is a reason why past empires established themselves beside major rivers and water supplies. No water .... no chance of having a significant population in the area.

As to the coming water crisis, it is easy to predict that this will result in mass migration and population displacement. If illegal immigration is a problem today, the future certainly holds something that is much worse.
