Russia Accuses US Of Arms Control Breaches -- Washington Post/AP

MOSCOW -- Russia's Foreign Ministry has accused the United States of violating its obligations under bilateral nuclear arms reduction treaties and failing to properly safeguard radioactive materials.

The Foreign Ministry claimed in Saturday's statement that the U.S. has breached its duties under the 1991 Strategic Arms Reduction Treaty.
