Word arrives of any change for each of Moscow’s nuclear-armed intercontinental ballistic missiles, each land- and sub-based launcher, or each strategic bomber.

Washington sends similar information on U.S. nuclear forces to Russia’s Nuclear Risk Reduction Center.

My Comment:
Even though relations between Russia and the U.S. are "frosty" right now .... this nuclear agreement will still be respected by both sides. A break-down is not a viable alternative for the simple reason that both sides cannot afford a new nuclear arms race right now.
