The British campaign in Afghanistan has been crippled by a spending cap imposed by the Treasury, a former senior soldier said today.

Brigadier Ed Butler, who commanded 16 Air Assault Brigade when it was sent to Helmand province in 2006, resigned his commission last year in protest at the handling of operations there.

His brigade suffered high casualties against a resurgent Taleban during its six-month tour. He told MPs today that the £1.3 billion budget for the campaign had been inadequate.

The financial constraints resulted in a severe shortage of helicopters in the field and seriously hampered the ability of British forces to cover the ground.
